These are challenging times for our government. Government leaders are well aware of the pressures they face and are actively trying to fundamentally transform program delivery.
In our view, transformation should not be confined to a special program or project. Rather, it should be viewed as a commitment to thinking and acting in a way that promotes continuous improvement through the identification, dissemination and adoption of creative ideas. Transformation should address policy and administration issues and include applying existing knowledge in new ways or creating and applying new knowledge.
As internal and external cost and performance pressures continue to mount, government must embrace a culture of continuous improvement and change. An integrated, agency-wide approach to transformation will be the new standard of excellence.
A clear strategic direction supported by efficient operational processes and effective human capital strategies are the three dimensions of this agency-wide approach. By making progress on all three dimensions, our government will be able to transform to more proactively address the growing challenges of our nation and our world.
